Clifford Chance

Public Policy and Regulatory Counsel

Summary: Saudi Arabia is a G20 economy and is going through a tremendous amount of change as the Kingdom diversifies away from oil production and seeks to implement Vision 2030 and the National Transformation Programme.  It is a very exciting time to be a lawyer in the Kingdom!

Clifford Chance operates in association with the Abuhimed Alsheikh Alhagbani Law Firm (AS&H) in Saudi Arabia.  AS&H has been formed by three past members of Clifford Chance's talented and widely recognised cohort of senior Saudi lawyers.

With seven partners, more than any other law firm in the Kingdom, and more than 50 permanently based Saudi and foreign lawyers and 26 business support staff, our co-operation offers Saudi and international clients the greatest depth of top Saudi and internationally qualified foreign lawyers as well as continuity and stability.

The Work: AS&H leads the market on legislative drafting, regulatory and public policy matters. This practice is headed up by Dr. Fahad Abuhimed the managing partner of AS&H, who was previously heading the Law and Regulations Affairs Deputyship at the Ministry of Commerce and Investment at the grade of a Deputy Minister.  During his time with the Ministry of Commerce, he led on and was involved in a number of strategic initiatives including the new Companies Law as well as the Insolvency Law. Our Legislative Drafting, Regulatory and Public Policy practice, with its own dedicated team, remains the first of its kind in the Kingdom of Saudi Arabia.

Therefore, we are well and truly at the forefront of advising Saudi government entities and their consultants and suppliers on strategic mandates to revise and update legislation and benchmark it against legislation around the world.

We regularly advise most ministries, regulators and government entities in the Kingdom of Saudi Arabia on policies, regulations, rules and guidelines.  We are also very active advising various government entities on the establishment of special regulatory zones in the Kingdom, for example NEOM.

Key Attractions: The Riyadh office of AS&H Law Firm (in co-operation with Clifford Chance) comprises the only team to have won the prestigious IFLR Saudi Arabian Law Firm of the Year award, having scooped this for all but one of the past fourteen years since the inception of this award.

You will be working in the Public Policy & Regulatory Team alongside two counsel, seven other associates and led by leader in his field, Dr. Fahad Abuhimed.

You will work on leading and often landmark projects for top tier government and institutional clients.  The range, calibre and international scope of the work flow is unique.

The team is proud of their reputation for being a very informal, supportive, and meritocratic group.

You will feel part of a well organised and structured team which forms a supportive environment in which you can learn and flourish.

The remuneration package offered is one of the most attractive in the market.

Key Responsibilities: The role has an emphasis on project management and as well as direct exposure to government and institutional clients, you will have the responsibility of overseeing each project along to its successful conclusion.  You will supervise other more junior members of the team and work closely with the other counsels and Dr Fahad.

You will be involved in drafting assessment reports, bench-marking exercises and gap analysis on behalf of various government ministries and agencies and policy formulation along with drafting the English version of the legislation. A key part of the role is coordinating with other Clifford Chance offices around the network to bring in specialist knowledge, and you are encouraged to build a personal network of specialists that you can draw upon.

The variety of work is very broad and can involve truly imaginative ideas and concepts, often looking to examples/precedents of international best practices.

Skills & Experience: The position would suit an outstanding mid-senior level qualified lawyer with a minimum of 5 years’ experience and international experience.

Whilst experience in governmental affairs, policy formulation and regulatory experience and/or working with network offices/across borders is required, experience in a specific field of law or sector is not essential.

  • It is essential that you have excellent project management skills and a proven track record in managing projects internally and client relationships.
