Job Description

Specific Responsibilities for the Position:

Gilead Sciences is currently seeking an industry leader for Director, R&D Contracts within our Development Business Operations department. The Director will have the opportunity to provide direction, oversight and expertise in clinical outsourcing of global Phase 1-4 clinical trials. This role will have the opportunity to manage, mentor and motivate a successful senior outsourcing team within a shared services environment. The Director will have the opportunity to work within a broad scope of procurement, contracts and outsourcing.  The Director will lead operations within the entire life cycle including vendor selection, RFI, RFP, vendor selection decision, contracting, monitoring performance, change orders and ensuring proper closeout of clinical agreements. The position will have the opportunity to work in a matrix environment and regularly collaborate with Senior Management and cross functional teams. The Director will provide apply strategic initiatives within clinical vendor outsourcing, contract management and budget development including negotiation and drafting expertise, in a high volume, fast paced environment.

Essential Functions:

  • Manages, trains and develops multiple direct reports in a high performing team to maximize their capabilities and further their development while maximizing their contribution towards operational delivery. 
  • Acts as SME to staff working on contracts in resolving complex issues relating to contract negotiation or management.
  • Opportunity to manage new project initiatives within systems.
  • Opportunity to develop and implement departmental cross-functional policies and procedures to improve efficiencies and optimization.
  • Manages contract activities for clinical development programs, ensuring that there is adequate staff with the skills to complete site and vendor contracts accurately, consistently, and in a timely manner.
  • Oversees the identification, selection and management of global external service providers.
  • Manages study level vendor relationships in conjunction with the Clinical Operations, Bioanalytical Chemistry or Biometrics groups.
  • Collaborates with internal customers in vendor bidding and proposal development (RFP creation and analysis).
  • Leads Vendor bid defense meetings.
  • Oversees the contract negotiation process for complex or high value contracts.
  • Leads contract life cycle management process related to clinical vendors.
  • Demonstrates knowledge of clinical research functions and strong understanding of regulatory and legal issues pertinent to clinical development.
  • Opportunity to interact on an advanced level with the clinical teams, corporate finance, and project management to provide oversight of clinical vendor budgets and related contractual terms.
  • Travel may be required.

Knowledge, Experience and Skills:

  • 12 years of experience with a BA in a relevant discipline.
  • 10 years of experience with a MS in a relevant discipline.
  • Relevant experience typically includes contract negotiation and/or clinical outsourcing.
  • 6 years of experience leading a team of 3 or more
  • MBA or JD preferred
  • PMP or CPSM certification a plus
