Resource Analyst - GOV

Under limited direction, forecasts, tracks and identifies resource allocation needs, assignments, and availability for assigned projects. Supports the efficient utilization and forecasting of labor needs of clinical resources in each assigned geographical area through evaluation and analysis.

Ensures appropriate composition of project teams to enable presentation of appropriate clinical teams to clients. This position has an impact on the performance and profitability of project teams from a quality, operational and financial aspect across all therapeutic areas.

Essential Functions:
  • Tracks and identifiesresource needs and assignments. Coordinates the intake, follow up and resolution ofall resource requests. Maintains project module in the system.
  • Evaluates resource requests,availability and assignments with other areas to assure resourcing needs in allareas are met. Identifies staff for assignments based on client requirements,employee background, therapeutic requirements, geographical area, availability.
  • Leads weekly resourcingneeds and meetings. Distributes resourcing reports.
  • Updates roll-off dates andassignments for all clinical resources of projects managed by respective area.Actively participates and contributes to agenda/discussion during routinemeetings for area Resource Analysts.
  • Coordinates, tracks anddistributes CVs as needed. Liaises with CV administrator group to ensure CVs areaccurate and up-to-date.
  • Liaises with internaldepartments to prioritize resourcing needs and assignments for future work, RFPs andbid defense meetings.
  • Utilizes resourcingdashboards, and other available tools to reconcile and QC departmental reports,including monthly resourcing projections and utilization reports for seniormanagement.
  • Identifies and submitsproposals of available resources based on availability and experience.
  • Undertakes special projectswith a goal of ongoing improvement and streamlining the resourcing functionincluding long range metrics and projections.
  • Mentors and assists intraining of new staff as necessary.


Job Qualification:

Education and Experience:
  • Bachelor's degree or equivalent and relevant formal academic / vocational qualification
  • Previous experience that provides the knowledge, skills, and abilities to perform the job (comparable to 2+ years') or equivalent combination of education, training, & experience.
  • Years of experience refers to typical years of related experience needed to gain the required knowledge, skills, and abilities necessary to perform the essential functions of the job.
  • Years of experience are not to be used as the only determining factor in establishing the job class or making employment selection decisions.


Knowledge, Skills and Abilities:
  • Knowledge of project resourcing and forecasting and applicable tools for tracking and forecasting needs
  • Proficient knowledge of MS Office including Outlook and Excel
  • Effective problem solving and facilitation skills
  • Knowledge of relational databases and ability to generate reports
  • Able to gather, interpret and evaluate information from a variety of resources to make decisions and recommendations
  • Good quantitative and analytical ability
  • Excellent attention to detail
  • Ability to manage multiple projects and multitask with little supervision
  • Good verbal and written communication skills
  • Knowledge of expectations and resourcing needed to effectively staff project teams to promote business goals and future authorizations

  • No management responsibility


Working Conditions and Environment:
  • Work is performed in an office or clinical environment with exposure to electrical office equipment.
  • Occasional drives to site locations. Potential Occasional travel required.
