We have the following exciting opportunity in our Foster City, CA location:

Title: Estimation and Contracts Manager

The Estimation and Contracts Manager provides technical leadership and accountability for all Estimation and Contracts Management for the delivery of capital and tenant improvement projects and engineering services for office/administrative, research and development (R&D) laboratories, clinical manufacturing related facilities, and warehouses at Gilead's Corporate Headquarters in Foster City, CA. Position reports to the Associate Director of Project Management.

Essential Duties and Job Functions:

  • Support the Facilities and Engineering group in setting up organizational framework policies, procedures, processes, templates, protocols, and best practices for developing and management of project estimates (from conceptual to detailed estimates) as required to support project execution.  Ensure that Project Managers are getting the required support for evaluating risks on the contract.
  • Discover areas that are out of compliance with regulation practices, and ensure corrective measures are undertaken to course correct contract execution.  Work closely with Gilead Legal to ensure that the four corners of the contract are always maintained while executing the scope.
  • Responsible of supporting estimation effort throughout the development of design from conceptual design to the IFP set, and in charge of developing detailed estimates with labor equipment and materials for   all changes through the duration of the project. 
  • Develop, provide and manage departmental reporting metrics for project portfolios, contracts and budget.
  • Ability to facilitate risk workshop and conduct risk analysis and advise the stakeholders of the cost impact of the risks.  Also, be an active participant in developing mitigation plans in the project team.
  • Possesses strong oral and written communication skills. Ability to demonstrate success with collaboration of teams in a project environment.
  • Demonstrated ability to process and comprehend project design requirements, schedule impacts, client impacts, and recommend high-level decisions and about project requirements to ensure estimate meets all the design criteria.
  • Demonstrated ability to provide high level of productivity, accuracy, and solid documentation.
  • Experience with understanding of project requirements and needs, and to use this information when creating estimate.

    Knowledge, Experience and Skills:

  • Bachelor of Science degree in Construction Management, Civil Engineering, Mechanical Engineering, or related degree with 7 or more years’ relevant estimation experience.
  • Experience with conceptual and detail estimates in an engineering environment. Must be able to handle drawings in all formats
  • In-depth experience with estimate modeling | MS Excel / Industry Software such as Timberline, WinEst, Revit, Innovaya, etc.
  • Knowledge of biotechnology and pharmaceutical MEP Systems, Automation, Instrumentation, valves, and equipment.
  • Strong knowledge and experience of executing all contract types – GMAX, LS, Cost Plus or IPD
  • Basic knowledge of Commissioning and Qualification is preferred
  • Basic Knowledge and familiarity with structuring and maintaining historical databases preferred.
  • Preferred - 2 plus years with Primavera 6 (or greater) scheduling software.
  • Ability to manage resources within the project management group, and even step in to assist the Associate Director on administrative duties as needed
